As an Aikidoka, wearing a keiko-gi and tying one’s belt before stepping on the mat is part of being a budoka. Doing so properly is showing good etiquette in a dojo.
Therefore, the first part of a student’s yellow belt test consists of demonstrating their ability to properly wear a uniform and tie their belt.
